Hand Tool Toggle Delay

I regularly use the space-bar to toggle to the Hand Tool and pan around inside composition windows, timelines, and footage windows.

Since upgrading to CC, there is a slight delay in the toggle. The net effect is that I drag an item around instead of dragging my view around.

The same thing (bug) is happening with Photoshop CC. So now instead of panning around inside my document, I am making rogue brush-strokes.

Is anyone else experiencing this?
