Why isn't CC Page turn inherited to the child layer?

Hi

I want to use CC Page turn on 'A' layer that is the parent of 'B' layer. 'B' layer inherits 'A' layer's Transform settings, but 'B' does not flip with 'A', it just says over 'A' in its original size and shape.

Why?

I use After Effect CS4 v9.0.3.8
