Unexpected math behavior with time counter

If I click in the time counter and type a relative expression, like +1.0 or +15, the counter advances 1 second or 15 frames, respectively. But if I want to bring the CTI backwards by entering a negative number, the CTI doesn't move relatively, it moves absolutely. So if I enter -1.0, instead of moving back 1 second, the CTI moves to 1 second before the start of the composition.

 

Is this a bug or a feature?

 

Two days ago, I updated to the latest CC release, so I'm running 12.2.052 under Windows 8.1. I haven't installed AE on my MacBook, so I don't know if it works correctly under OS X. But time counter expressions do work properly in Premiere Pro.
